[PATCH] arm/kdump: fix kernel panic for masking disabled irq

kdump testing on Beaglebone black triggered below kernel panic which is caused by
accessing some disabled gpio module.

In booting phase omap_gpio_probe -> ... -> __irq_do_set_handler -> mask_ack_irq
will mask/disable the irq desc since handle == handle_bad_irq.

Thus fix it by only masking the unmasked irq desc to avoid kernel panic.
