On arm64, arch timers are not optional (see the "select ARM_ARCH_TIMER"
in arch/arm64/Kconfig). On 32bit, we have "depends on ARM_VIRT_EXT &&
ARM_LPAE && ARM_ARCH_TIMER", which nails it as well.
