[PATCH v2] regulator: axp20x: support AXP803/AXP813 variants

The X-Powers AXP803 and AXP813 PMICs are close to the AXP809 with some
more outputs.

The AXP813 has been tested in a Banana PI M3 board (needed for WiFi/BT).

- fix lack of support of dcdc frequency
- notice that the AXP803 is also handled
