[PATCH v12 5/8] PCI: designware: Remove *_mod_base

This patch reverts commit f4c55c5a3f7f ("PCI: designware: Program ATU with
untranslated address") based on 1/8 in this series. we delete *_mod_base in
pcie-designware. This was discussed in [1]
