[RFC PATCH 6/9] ACPI / gsi: Add gsi_mutex to synchronize acpi_register_gsi()/acpi_unregister_gsi()

Add a mutex for acpi_register_gsi()/acpi_unregister_gsi() to avoid
concurrency issues.
