Agreed, will move it to #ifdef CONFIG_PCI .. #endif.

CONFIG_ACPI depends on CONFIG_PCI in the Kconfig, so CONFIG_PCI will be
enabled even PCI on ACPI is not really implemented now, did I
understand your question correctly?
