[RFT v2 06/24] x86, MSI: Use new irqdomain interfaces to allocate/free IRQ

Use new irqdomain interfaces to allocate/free IRQ for MSI, so we could
kill GENERIC_IRQ_LEGACY_ALLOC_HWIRQ later.
