[RFC Part2 v1 05/21] x86, hpet: Use new irqdomain interfaces to allocate/free IRQ

Use new irqdomain interfaces to allocate/free IRQ for HPET, so we could
kill GENERIC_IRQ_LEGACY_ALLOC_HWIRQ later.
