[Patch Part2 v3 07/24] x86, uv: Use new irqdomain interfaces to allocate/free IRQ

Use new irqdomain interfaces to allocate/free IRQ, so we could
kill GENERIC_IRQ_LEGACY_ALLOC_HWIRQ later.
