Starting to close down arm-soc for 3.14

Since I still see pull requests come in: We're well past -rc7 now. We
have a set of backlog merge requests to deal with, but we should be
done with the bulk of merges for 3.14.

If you have small incremental changes (and fixes, of course), they're
still welcome, but beyond that we shouldn't be seeing much new code at
this time. And we're still going to go through the ones that have come
in (I'll do a sweep this afternoon).
