[PATCH 10/23] iommu/tegra: smmu: Move IOMMU to core_initcall

[Hiroshi Doyu]

Move IOMMU to core_initcall in order to instanciate this device earlier
than others since IOMMU driver needs to reigster other platform
devices as IOMMU'able.
