[PATCH v3 29/31] clk: mpc512x: switch to COMMON_CLK, remove PPC_CLOCK

completely switch to, i.e. unconditionally use COMMON_CLK for the
MPC512x platform, and retire the PPC_CLOCK implementation for that
platform after the transition has completed
