arm-soc: No new material from 3.9, fixes only

Hi,

This is just a quick heads up that we're pretty much done picking up
new code for 3.9 at this time. If you have a merge request you've sent
that we haven't handled, please ping us since we might have missed it.

Besides that, we're into fixes-only mode from here on out. We'll be
happy to start queueing new material once 3.9-rc1 is released.

(No summary of what's in the tree this release, sorry. :)
