[PATCH v4 1/3] ARM: make cr_alignment read-only #ifndef CONFIG_CPU_CP15

This makes cr_alignment a constant 0 to break code that tries to modify
the value as it's likely that it's built on wrong assumption when
CONFIG_CPU_CP15 isn't defined. For code that is only reading the value 0
is more or less a fine value to report.

Hello,

in the v3 series this patch was titled "ARM: protect usage of
cr_alignment by #ifdef CONFIG_CPU_CP15". In response to Nicolas' review
cr_alignment was made a #define and only the code modifying it was
patched.

Moreover I patched the cachepolicy and noalign kernel parameter handling
to just print a warning that these are unimplemented without cp15.
