[PATCH v2 1/3] oprofile: Use CONFIG_HW_PERF_EVENTS for oprofile_perf_init and friends

The implementations are flagged in Makefile with CONFIG_HW_PERF_EVENTS
instead of CONFIG_PERF_EVENTS.
