ARM PHY3250 defconfig patch

This patch adds the _defconfig file for the Phytec 3250 board (PHY3250). I know
these defconfgs are temporarily being held back in the ARM subtree, but someone
might need it to prevent a trial and error approach to getting just the right 
configuration.
