[PATCH] afs: cell: make afs_cell_gc_delay static

The variable afs_cell_gc_delay is local to the source and does not need
to be in global scope, so make it static.
Cleans up sparse warning:
fs/afs/cell.c:21:24: warning: symbol 'afs_cell_gc_delay' was not
declared. Should it be static?
