libusbx v1.0.9-rc4 is now available

First impressions after building a local rpm package
from this for Fedora:

1) ChangeLog seems to be missing from the tarbal
2) NEWS needs updating

Which are just minor things, so all in all it looks
good.

And to keep our moral high :) Here is the changelog
from the rpm package (just local for now, this will
become official with the official 1.0.9 release):

* Fri Mar 30 2012 Hans de Goede <hdegoede at redhat.com> - 1.0.9-0.7.rc4
- Switch to libusbx upstream as that actually does releases (hurray)
- Upgrade to libusbx-1.0.9-rc4 release
- Drop all patches (all upstream)
