ANN: libnl 3.9.0 released

Dear libnl community,


A new release of libnl3 is available: 3.9.0.

Please get it from github:
   https://github.com/thom311/libnl/releases/tag/libnl3_9_0

This comes 3 months after 3.8 release, with 36 patches.

New API:

    - rtnl_link_bond_set_hashing_type
    - rtnl_link_bond_set_miimon
    - rtnl_link_bond_set_min_links
    - rtnl_link_can_get_device_stats

The release brings various bug fixes. For details, please check the git
history.
