cls handle is 0 when cls retrieved from allocate_cls

Hi,

When I allocate, add all attributes and use 'rtnl_cls_add()', the
handle I get for this object when using 'rtnl_tc_get_handle' is 0.
However, when I iterate cache-cls-objects, and use
'rtnl_tc_get_handle', the handle retrieved correctly.
It looks like the libnl object isn't updated with the allocated
hash-bucket-id after adding it, is it a known issue ? should I submit
one ?
