GitHub repo for 'python' folder

Hello, libln developers.

As suggested by Thomas Graf, I will try to become maintainer for the
'python' folder.

Thomas Graph will pull sources from my repo and apply over libnl repo when
he decide that changes are OK.

If you want to ask questions, to inform me about some suggestions, to send
patches and so on, please do that directly on me, or, send message to
infradead list, as usual.
