libnl userspace to userspace

I am trying to do the same thing actually. I am able to send and receive netlink messages between userspace processes as long as the genl family is registered by a kernel module. I am trying to remove the requirement of needing this module and register the family from userspace. However, judging by your last message that is not currently possible? Is that correct?
