Libical Release Schedule

Howdy,

Ken and I talked about a libical release schedule.

So here's our plan.  Let's us know what you think.

Early September: Libical 1.0.1.  small bugfixes.  restore BC to version 0.48
Early October: Libical 1.1.0.  adds RSCALE support (see the rscale git branch). maintains BC with 0.48

Please help us test the version in master (currently v1.0.1) and the rscale branch.
Remember only CMake buildsystem is supported now.
