The ordering of the RRULE parts is not critical.  I only reordered them 
for mostly aesthetic reasons, and to help me compare VTIMEZONE when 
diagnosing the icaltzutil issues generating VTIMEZONE.

That said, I'm attending the virtual CalConnect conference this week, 
but will take a look at 3.10.0 during some breaks.
