3.10.0 release

Grrr..
I was all ready to do the release today.
Then I noticed that somehow we merged master on top of the 3.0 branch
and now I need to back out a lot of stuff.

just venting some frustration
a few minutes turns into a few hours

I really want to make this the final 3.0 release and move on to master
