Last time I worked on fixing this, I got to know it was impossible to
get 100% success rate on this test without libical being able to
'remember histories of recurrence rules'.

and a couple other bugs which I can't get a hold of right now.. (it's
probably mentioned in the comments of one of the above bugs)

The bottom line is yes, you can expect this test to fail.
