[Freeassociation-devel] Incorrect CFLAGS in libical.pc

the way to go is to correct libical.pc  

as /usr/include/libical.h tells you, it may go away in future versions, and
one should use  

#include "libical/libical.h"  

/usr/include/libical.h is here so old configure processes don't fail. its
funny that the include default bites you here ;-)
