They might but do not have to. Look at 0x0156, 0x0002 WiFi cards which are
quite popular. Some of them are Orinoco (orinoco_cs only), some are Prism
(orinoco_cs or (better due to WPA support) hostap_cs).
I think that this is just lazyness of vendors to use own vendor_id
& product_id.
