[LEDE-DEV] LEDE Reboot SNAPSHOT r4940-00e9a7a lantiq fails to connect to DSL

Since r4940 BT Home Hub 5 router fails to connect to DSL on boot.

No attempts are made to start DSL.

This is a blocking issue. I am concerned I have not received an 
acknowledgement or questions this issue.
