[LEDE-DEV] Add asterisk13-chan-lantiq to LEDE packages mips_24kc

Hi all,

The package makefile was changed. The dep on asterisk is gone. It gets the required asterisk headers from a tar  archive now.

Unfortunately it's still not compiled by the build bots. I don't know why. It still compiles OK when building yourself.

If anybody with access to the build bots can check why it is still failing I'd really appreciate it.

If that's not possible, is there a way to "simulate" a build bot run "at home" maybe? Without going totally overboard?
