Removed upstream ramips patch: 
0063-set-CM_GCR_BASE_CMDEFTGT_MEM-according-to-datasheet.patch

Compile-tested: ar71xx, ramips, x86
Run-tested: ar71xx, ramips/mt7621, x86/64

(Ramips and x86 have been tested on 17.01 but I suppose that does not 
really matter.)
