An optional package needs a stable core to compile against to provide a 
service update. Changing both at the same time without a clear label is 
bound to cause trouble. A fair debate then would be for which packages 
are core. What dependencies are so integral that they must be released 
together? However avoid debating this for too long. Repeatable results 
are important in science and engineering. As others mention, this can 
become a serious matter of credibility.
