[LEDE-DEV] proper protocol for submitting patches that should be upstreamed as well?

been away from openwrt for a while, just jumped back in with LEDE, so
will have a few questions shortly, but this one should(?) be simple.

the recipe for submitting patches for LEDE looks pretty straightforward,
but is there anything special that needs to be done if said patch should
also be upstreamed for that package?

for example, let's say i'm building for a device and run across a bug
in u-boot; that is, an actual bug in the u-boot source. obviously, if i
can patch it, i can throw in that patch locally and i can also pass it
to the LEDE mailing list to be added to the LEDE repo.

but if that patch is appropriately upstreamable to u-boot, do i need
to specify that somehow? do i submit that patch independently to the
u-boot maintainers? do the LEDE admins look for that stuff like that
and upstream it automatically?

apologies if this is already written down, i didn't see it in the
current "submitting patches" page.
