[LEDE-DEV] [LEDE-DEV, v3] uqmi: Prevent 'POLICY MISMATH' error.

Add uqmi 'sync' command call to release stalled cid when preparing to
setup new connection. As a result it prevents 'POLICY MISMATCH' errors.
