[LEDE-DEV] [PATCH] Kernel: bump to 4.4.38

This patch bumps 4.4 from .36 to .38 (and supersedes my incomplete patch
for .37). Compile-tested on ar71xx, ramips/mt7621 and x86/64.

Run-tested on ar71xx & ramips/mt7621.
