    iw: drop TX power patch that is part of upstream version now
    
    Applying it again was resulting in duplicated TX info like:
    Interface wlan0
            ifindex 6
            wdev 0x1
            addr 00:23:6a:a3:7d:00
            ssid LEDE2
            type AP
            wiphy 0
            channel 11 (2462 MHz), width: 20 MHz, center1: 2462 MHz
            txpower 31.00 dBm
            txpower 31.00 dBm
