[FS#1535] NTP configuration is not fully exported/saved/preserved

Details - Hi,

In LuCI, on page "System / System", there is option called "Enable NTP client".
This setting is reset during sysupgrade.
Configuration file exported from web-ui does not contain above setting.

My guess is that startup list (enabled/disabled) is not saved in exported configuration.

I'm running lede-17.01 head, commit 81573ea259247f1c6c1a7a490de174d0a6c48a64.
