Sorry for the delay.  Do you still remember the then LEDE version?  Was the upgrade with done with preserving configs option enabled or the configs were saved first then restored at a later time on the upgraded system?

The issue is not expect to happen with in sysupgrade-perserving-configs scenario after /etc/uci-defaults/13_fix_group_user was introduced.
