I found a regresseion in busybox, introduced with patch 203-udhcpc_renew_no_deconfig.patch.
It seems some mobile broadband providers do not supply a new IP address if the interface is not deconfigured.
Some providers request the renewal of DHCP leases every 24h.
With this patch the connection just drops (network unreachable) and odhcpc tries to renew over and over again.
Without this patch odhcpc deconfigures the interface and does discover/select and everything is fine.

 - Device: TP-Link TL-WR1043ND v2.3, Huawei E398
 - Software versions: LEDE 17.01.4 and snapshot (17.01.0-17.01.3 not tested), luci-proto-qmi
 - Provider: Hutchison Drei Austria (others not tested)
 - Steps to reproduce: build image with support for wwan-qmi, flash, power on, connect and wait 24 hours ==> network unreachable, odhcpc gets no response
 - Solution: revert patch 203-udhcpc_renew_no_deconfig.patch
