[FS#1353] Transmission can't connect to SSL trackers

A Project Manager has denied the request pending for the following task:

FS#1353 - Transmission can't connect to SSL trackers
User who did this - Mathias Kresin (mkresin)

Reason for denial:
According to your own comment (https://github.com/openwrt/packages/issues/5665#issuecomment-368940252), it doesn't look like something in OpenWrt.
