[FS#1390] Please default enable Kernel -> MIPS FPU Emulator option on the devices without FPU

Details - On some old devices such as Mercury MW4530R v1, it's CPU is AR9344.
There is no FPU in this cpu.
So the official firmware can not run golang programs.
Please default enbale Kernel -> MIPS FPU Emulator option when building official firmwares.
This helps the people who have no ability to build a custom firmware.
