[FS#1370] Fragmented packets lead to OOM

Details - I installed iperf3 on a TP-Link 940N v6 (4 MB flash / 32 MB RAM) and ran some tests. After choosing a packet size so that the packet is fragmented, I noticed that the device goes out of memory and reboots around 40 Mbit of ingoing UDP traffic. It suspect a buffer is filled until the device runs out of memory. Maybe that buffer size should be adjusted.
