[FS#1051] odhcpd: dhcpv4 broken in LEDE 17.01.3 (works in 17.01.2)

Details - I am running LEDE 17.01.3 on a netgear wrt1200ac router.

I was previously running LEDE 17.01.2, with the odhcpd package providing both dhcpv4 and dhcpv6 service (using option dhcpv4 'server' in /etc/config/dhcp, and no dnsmasq package installed as I was only relying on odhcpd). netstat -nulp showed that odhcpd was listening on udp ports 67 and 547, as expected, for dhcpv4 and dhcpv6 respectively.

After upgrading to LEDE 17.01.3, the above setup doesn't work anymore. The option dhcpv4 'server' line in /etc/config/dhcp seems to be ignored, and netstat -nulp shows that odhcpd is listening on udp port 547 only.

In the above (broken) 17.01.3 installation, downgrading the odhcpd package from version 2017-10-02-c6f3d5d4-2 back to version 2017-04-28-9268ca65-1 fixed my setup, i.e. odhcpd listens for and answers dhcpv4 requests as it is configured to.
