Details - WZR-600DHP with OpenWrt (Attitude Adjustment) allowed me to set txpower up to 27 dBm.

LEDE (Reboot / 17.01.2), at least in the LuCI interface (but I assume inherited from the base system), limits me to a mere 18 dBm.
