It seems you are manually executing an internal build command, which will not use the correct PATH, etc.

LEDE brings its own version of tar in tools/, which supports all options we use, and is patched to generate 100% deterministic tar files. When used in the normal LEDE build process, tar will be built and installed to staging_dir/host/bin very early. This version of tar is also included in the SDK.
