[FS#1189] CMAKE-related packages like odhcpd & uhttpd do not respect changed compile time options

Details - Steps to reproduce:

1. build your toolchain with default options, e.g. odhcpd will be build without dhcpv4 support.
2. enable dhcpv4 support for odhcpd afterwards via make menuconfig.
3. re-run build process

=> resulting odhcpd binary didn't change, you always generate odhcpd without dhcpv4 support (until you touch the odhcpd Makefile).
