[FS#1172] Wifi keeps on scanning even if all the clients network have been disabled

Occurs on a WRT3200ACM using trunk and latest mwl driver.
Problem initially reported here: https://github.com/kaloz/mwlwifi/issues/231 , not a driver issue according to the developer.

With the latest commit and firmware (or last "stable") I get a continuous flow of these when 2g is disabled but set-up in client mode:

mwlwifi main developer says it just indicates that the interface is continuously scanning.
The only way to stop it was to delete the client network on this interface, disabling it was not enough.
