[FS#817] imagebuilder doesnt delete /usr/lib/opkg anymore

Details - when using lime-sdk with lede-trunk there is no deletion of opkg-files anymore (when building firmware-images without opkg). 
with lede-release that mistake wasnt existing yet.

i also tried lede-trunk-imagebuilder for x86-generic, there is the same bug. 

maybe CONFIG_CLEAN_IPKG was changed?

my workaround atm is change the Makefile inside imagebuilder a bit.
