[FS#795] opkg refuses to install package with unset arch

Details - recognized with r4163

i have a selfbuild/handcrafted package with some images/html/css,
so architecture independent. newer opkg refuses to install this,
but it was never a problem till now, so a regression.


# opkg install mypackage.ipk
[...]
pkg_hash_fetch_best_installation_candidate: mydesign arch=(null) arch_priority=0 version=0.1
[...]
Collected errors:
 * pkg_hash_fetch_best_installation_candidate: Packages for mydesign found, but incompatible with the architectures configured
 * opkg_install_cmd: Cannot install package mydesign.


also i see now way to e.g. --force-all
