I did some test.
And the "|| return" avoid running the command:
hostapd_ctrl="${hostapd_ctrl:-/var/run/hostapd/$ifname}"
And if not run, the wifi interface does not work.
For information 'mac80211_iw_interface_add "$phy" "$ifname" __ap' return 233.
